Carl Hodges was convicted of possessing with intent to distribute heroin and sentenced to 78 months’ imprisonment. He argues that the district court improperly increased his base offense level under U.S.S.G. § 3Bl.l(c) for being a leader, organizer, manager, or supervisor in the criminal activity.
