This civil rights action was brought by a husband and wife, Charles and Deborah Campanella (“plaintiffs”) under 42 U.S.C. § 1983. Plaintiffs have sued The County of Monroe (“County”), the Monroe County Sheriffs Office (“MCSO”), and four individuals, alleging that defendants have violated plaintiffs’ constitutional rights.
