I concur in the court’s opinion. I write only to note that the trial court expressly found no indication that the City Council’s bid decision “amounted to an abuse of discretion, was arbitrary and capricious, or was an exercise of bad faith,” and that the plaintiffs failed to meet their burden of proof as to these.
