OPINION and ORDER

The question in this case is whether Wisconsin Act 43—the 2012 districting plan for the Wisconsin Assembly—is an unconstitutional partisan gerrymander. Plaintiffs are Wisconsin residents and Democratic voters who allege that the plan is “one of the worst partisan gerrymanders in modern American history.” Cpt. ¶ 1, dkt. # 1.
