On November 3, 2012, at approximately 11:36 p.m., Corporal Shasta Duren of the Rockdale ' County Sheriffs Office (“RCSO”)1 noticed a 2006 Chevrolet Equinox without functioning tag lights. Duren initiated a traffic stop.
