In 2006, defendant Anthony Mark Bian-chi (“Mark Bianchi”) was arrested and charged with violating 18 U.S.C. §§ 2422(b), 2423(b), 2423(c), and 2423(e) by traveling overseas to engage in sex with plaintiff Gheorghe Gusin (“Gusin” or “plaintiff’) and ten other underage boys.
