In December 2011, Defendants Town of Mocksville (“Town”), Robert W. Cook, its *753administrative police chief at the time, and Christine W. Bralley, its town manager, terminated Plaintiffs Kenneth L. Hunter, Rick A. Donathan, and Jerry D. Medlin from their positions as officers with the Moeksville Police Department (“MPD”).
