On January 19, 2016, Plaintiff United Specialty Insurance Company (“Plaintiff’ or “United”) brought this action for declaratory judgment, pursuant to 28 U.S.C. § 2201, seeking a declaration that it has no obligation to defend or indemnify Defendant CDC Housing, Inc.
