INTRODUCTION

On December 19, 2016, the plaintiff, appearing pro se, filed this action pursuant to 28 U.S.C. § 1361, seeking an order directing the defendants to adjudicate an immigrant visa application (“the application”) that the plaintiff filed on behalf of his spouse.
