I. INTRODUCTION

In this adversary proceeding, Plaintiff Amel M. Odom (“the Debtor”) seeks damages under 11 U.S.C. § 362(k) from the Defendant Philadelphia Parking Authority (the “PPA”) for an alleged “willful” violation of the automatic stay, 11 U.S.C. § 362(a). Presently before the court are the parties’ cross motions for summary judgment.
